How do the mods feel about image captures being uploaded of a video that's already on here?

Mostly in the case of a video, 30 second to a minute long of fluff/promos with an obvious 1 good flex in the video

I'd have to judge it on a case by case basis (like the extreme case you mention sounds OK) but generally no, since people watching the video have the option to pause at whatever point the like.
