There appears to be some interest in signed-in site visitors getting a notification on their phone, rather just on the site. There is a way for web pages to do notification beyond the website, using 'Browser Notifications API', but there are few things:
Browser needs to be open, but can be in background (I haven't validated on Android)
Web page needs to be open, but does not need to be active
