I couldn't find anything that directly spells out what's going on, but a lot of things in regard to age verification refer to the UK's Online Safety Bill which is currently working its way through parliament. OF has always had age verification for creators. It looks like you're from the UK and I'm assuming you've only got a fans/users account. Thinking that OF is trying to get ahead of the pending legislation.
