I've just uploaded 11 images as I had the capacity to. 9 of the images were already on the site. The 2 images that weren't have gone into my queue and I now only have 3 uploads remaining. I've just been diddled out of 6 uploads for {insert reason here}. It really feels like this is a broken bit of logic.
Funny coincidence, this bug has been in the code for several months now unreported, and now you and someone else both reported it within a day of each other.
I've fixed it and maxed out your bonus uploads. Thanks for reporting it.
