Did someone try to send a message on the new website? Asking or requesting material from her? She could be encouraged to publish it if she sees that there are several messages asking for the material.
What new site? The NMGJapan one? If you don't speak Japanese, you could try using something like https://www.deepl.com/translator to have a better chance of both sides sounding intelligible than most machine translations, I guess.
Just tested it myself and it downloaded fine and opened afterwards. Did you actually click the link instead of trying to copy and paste it? The forum cuts off part of the text after "..."
