It'd be quite loose I imagine, probably any famous girl with muscle that isn't conventionally known for their career in fitness or bodybuilding.
That being said I don't think it'd be too big of a deal that it's not super clear, after all most tags here aren't set in stone; "teens" has women that are over 30 at times
The problem with 'celebrity' is that anyone who is well known is technically a celebrity. So this means anyone who does a sport professional is a celebrity, as well.
If we are adding tags, I'd rather go with ones that are more specific. The term 'performer' could cover actors, singers and so on, though we could also just refer to their profession directly?

Users tend to misuse tags all the time, and there is nothing stopping them from mis-tagging any and all images at any given time. This is a very good question. Because there are a lot of people over the world who visite this site. And a girl/woman which is very popular in Australia is may be totally unknown for visitors anywhere else.

Don't see why the exact definition of celebrity is so important. The "celebrity-ness" often contributes to the amount of upvotes, as seen with jennifer lopez or cameron diaz, who have pictures with 200+ likes despite not being crazy impressive by the standards of this website.
If someone gets the celebrity tag without being very famous, they'll likely just get little upvotes and thus will automatically get "filtered" by virtue of upvotes
I feel like the "casual" tag works well enough in most cases where the woman isn't an athlete at all.
my tag suggestion for years is "measurement" or something like that - love to find pics of biceps measuring with a tag!

For me the biggest loss when herbiceps forum went down was the celebs forum section, so perhaps GWM could add a celeb tag for pictures
