I am on the fence. It's pretty low effort but on the other hand I really really like progress collages for fbbs.
I'd say if it is showing a clear comparison of the model with her previous self (progress collages), then it could be a new post, otherwise it is just noise and would be merged into one of the two frames.
This is not an official answer, but more the perception of whether it adds value. My concern is that if we started saying they are all new pictures, then we would have a field day of people trying to use this as a way to get their name as uploader, without really adding value.
I'll check in and see if I can get a more formal answer to this question.
I don't like these. Occasionally I will tolerate them if they are very well done, where the poses are identical and the pictures are high quality. Most of the time, though, they are poorly done, and then I delete them if I see them; in that case they are not adding anything to the site and having the pictures be separate posts is just better.
The worst offenders are when they combine two pics that are already on the site, and not even very similar, into a comparison post. This is a waste of time.
Okay. if I may conclude, it means that you only allow combining:
a. 2 fbbs with the same pose / identical
b. Shows the physical progress of a fbb

In your opinion, is a picture that combines several old pictures count as a new post? or repost? Ex :
